This article describes the issue where the option to Form New Subassembly is not available.
Users may experience an issue where they are not able to Form a New Subassembly from components that are already in an assembly. This can occur if the components are not all at the same level within a single parent assembly.
For example, you can not select a part within a subassembly, but you can select the subassembly itself. As seen in the example below, 'Part 4' can not be selected to form a new subassembly, but 'Subassembly' can be selected.
To select a part within a subassembly, you will need to first dissolve the subassembly. To dissolve a subassembly, right-click the subassembly or Ctrl + select multiple assemblies and select 'Dissolve Subassembly'.
If the parts are listed under a feature, such as a Linear Pattern or Mirrored Component, the feature will need to be dissolved before the part can be selected to form a subassembly. Right click on the feature and select 'Dissolve<feature>'.

I was trying to Form a new subassembly by highlighting multiple parts from the graphics window. All parts are within the same level and not included within a mirror or pattern feature. However I was not given the option to Form New Subassembly. Does solidworks not allow that when highlighting directly from the graphics window, and only can be done while selecting from the feature manager?
