SOLIDWORKS Installation Error Code 1719 on Windows 7

Problem

Some SOLIDWORKS users may receive Error 1719 when installing SOLIDWORKS on Windows 7, which indicates an error with the Windows Installer. We have mainly seen this with users installing SOLIDWORKS 2020 or older. The error usually reads as "Windows Installer service could not be accessed. Contact your support personnel to verify that it is properly registered and enabled." A recent Microsoft Update, KB3139923 (published April 2016), can also be the cause of this error message. This article is designed to help troubleshoot this issue.

Solution 1: Check KB3139923

First, check to see if this issue is related to KB3139923 with the steps below:

  1. Go to Start > Control Panel > Programs and Features > Uninstall a Program
  2. On the sidebar, click on "View installed updates"
  3. Search for KB3139923, and if it is not there, skip to the next Solution
  4. Uninstall the update
  5. Install SOLIDWORKS
  6. Reinstall the update

Solution 2: Check the Windows Installer Service

Use the steps below to troubleshoot the Windows Installer Service:

  1. In the Windows Search Bar, type "Run" to bring up the Run Program
  2. Type "MSCONFIG" and hit "Enter"
  3. Go to the Services Tab
  4. Navigate to Windows Installer and ensure it is enabled. If it is not, enable it, reboot the machine, and retest the installation
  5. If this does not resolve the issue, make sure the Windows Installer service is set to manual/automatic
  6. Go to Start > Control Panel > System and Security > Administrative Tools, and select "Services"
  7. Navigate to Windows Installer and check to make sure the startup type is set to either "Manual" or "Automatic"
  8. If the service is not started, right-click and select "Start"
  9. Retest the installation

Solution 3: Register the Installer Service

If the problem persists, please try to register the Installer service with the steps below:

  1. Open the Command Prompt (Start > Run, type CMD)
  2. Type in the following command: 
    msiexec.exe /unregister
  3. Press "Enter" to unregister the service
  4. Now re-register the service using the following command: 
    msiexec /regserver
  5. Press "Enter" to register the service
  6. Retest the SOLIDWORKS installation
