Problem
This article goes over how to resolve Drawing Balloons showing a Question Mark (?). This can happen because the Balloon Leader is not attached to the Part or Component. It can also occur when a sub-assembly is dissolved in a top-level assembly, so only Components remain.
Solution 1: Drag Balloon Leader
Reattach the Balloon to the correct Part/Component or create a new Balloon (Insert > Annotations > Balloon). Reattaching the Balloon can be done with the following steps:

Left-click the balloon to display the leader attachment point

Drag the leader attachment point onto the desired Part or Component
Solution 2: Use Reattach Command

Right-click the Balloon to select "Reattach"

Select the desired Part or Component to attach the Balloon
