Problem
In SOLIDWORKS Part and Assembly files, Dimensions and other Annotations can be set to maintain size or scale when zooming in or out.
Solution
This is controlled by the Document Property setting "Always display text at the same size" that is located in Options > Document Properties > Detailing. This option is disabled in Drawings, which always zoom the text height.
With it checked, the dimensions and other annotations will scale when zooming in or out.
When it is unchecked, dimensions and other annotations will stay the same size when zooming in or out.
