I have a 4 axis simultaneous part but when I set my simulation options to rotate stock it doesn't change the simulation and it still uses the rotate tool method.

The option to rotate stock is for 4 and 5 axis positional work (tombstones etc) where the machine needs to index. For multiaxis operations (simultaneous) this option will not work. To get it to show the rotation of a 4/5 axis part you need to use machine simulation tool.
