It picks certain areas but not others. Why?

I have a sketch with multiple regions and want to set it as an avoid area but it doesn't use some areas of it. Why?

The avoid area doesn't recognize splines in the sketch so it treats it as an open loop if there is one section with a spline in it. This was noticed when using convert entities to pull an edge into the sketch. The workaround was to use lines and arcs to create the profile instead. Using SolidWorks 2013 using CAMWorks 2013 SP1.
