Troubleshooting "Server Busy" window when using the Design Checker

How to resolve "Server Busy" window when opening the Design Checker 'Build Checks' window.

The "Server Busy" error occurs due to a lack of permissions to enable the welcome window for the "Build Checks" tool.  Follow the steps below to disable User Account Controls. 

1.  Open User Account Control Settings by clicking the Start button , and then clicking Control Panel. In the search box, type UAC, and then click Change User Account Control settings. 

2. Do one of the following: To turn off UAC, move the slider to the Never notify position, and then click OK. (You may need to reboot the computer to apply these settings.)

Once the Design checker has started, disable the welcome screen on start up. You can then re-enable UAC if need be.
